Amy is a Research Officer at the EnvironmentDirectorate of the OECD, where she has worked for the past three years onclimate policy. Here, she conducts policy-oriented research in a number ofissues at the nexus between the environment and the economy, includingenvironmental policy instruments, fossil fuel subsidies and fiscal reform. Herrecent work includes the publications The Climate ActionMonitor 2023, Environment at a Glance in Latin America and theCaribbean: Spotlight on Climate Change, and Why governments shouldtarget support amidst high energy prices: OECD Policy Responses on the Impactsof the War in Ukraine.

Amy obtained her BASc in Arts and Sciences at University CollegeLondon, graduating on the Dean's List and writing a thesis entitled 'Can Kant’sCategorical Imperative ground an environmental ethic? Whaling and theInternational Whaling Commission.' She is currently pursuing her MSc inEnvironmental Policy and Regulation at the London School of Economics andPolitical Science. 

She regularly moderates and speaks at events oncross-cutting topics related to green fiscal policy, subsidy reform and climatepolicy indicators for organisations such as the ILO, the OECD and ECLAC. Shealso serves on the board of the journal Índice, edited by theSpanish National Institute of Statistics and the Universidad Autónoma deMadrid.

My name is Eleonore Buffet-Heuser and I finished my undergrad inPPE at King's in 2020. I am British, French and German and am now working as anEU civil servant/policy officer in the European Commission in Brussels. Ispecialised in public policy, studying European Governance at the College ofEurope in Bruges and then Environmental Policy at Cambridge. Since then I havegathered work experience in international relations and climate policy,participating both at COP26 in Glasgow and COP27 in Sharm el Sheikh as partydelegate and negotiator.

Paula Aghon Researcher with a bachelor’s in international relations from King’s College London and a master’s degree from the London School of Economics and Political Science in Gender, Development and Globalization. Since 2019, she has been at the Division for Gender Affairs at the United Nation Economic Commission for Latin America and the Caribbean, as a Research Assistant, focusing on women’s economic autonomy, particularly topics regarding care. Gender specialist with experience in the organization of training courses on gender mainstreaming in statistics, gender mainstreaming in territorial planning, the care economy, and promoting women’s autonomy, among others Previously, she worked on topics related to Women, Peace, and Security in the Colombian armed conflict.

Lionel Ameis is a Senior Researcher within the Political Economyand Governance (PEG) team in Brussels. Lionel conducts research and analysisinto threats and barriers to global climate action to ensure a rapid andresilient transition towards a climate safe common future. He primarilycontributes to understanding the intersection between global climate politics,hard and soft corruption and the undermining of democratic norms andprinciples, in order to support climate progress. Lionel will also contributeto the development of E3G’s work on mapping political economies across the G20and more widely.

Prior to joining E3G, Lionel worked for a Brussels based strategiccommunications firm, advising clients on communication strategies andstakeholder engagement with European Union institutions. Before that, he workedfor the European External Action Service, the United Nations, and the GermanForeign Office.

Lionel holds an M.A. in International Peace & Security fromKing’s College London, previously having earned a B.A. degree in InternationalStudies from Leiden University.

LordCarlile of Berriew C.B.E., Q.C.

Alex Carlile was born in Wales in 1948. After education at Epsom College he graduated LLB AKC at King’s College London. Lord Carlile was called to the Barby Gray’s Inn (where he is now a bencher) in 1970 and became a Q.C. in 1984. He sat as a Recorder of the Crown Court, a Deputy High Court Judge, and Chairman of the Competition Appeal Tribunal. Between 2001-2011, he was the UK Independent Reviewer of Terrorism Legislation. He was the Independent Reviewer of the Government's new PREVENT policy and the Independent Reviewer of National Security Policy in Northern Ireland.

From 1983-1997he was the Liberal (then Liberal Democrat) MP for Montgomeryshire in Mid Wales.He was Leader of the Welsh Liberal Democrats from 1992-7. He is now a Crossbenchpeer.

He wasappointed a Life Peer in 1999 and was awarded the CBE in 2012 for services tonational security.

LordCarlile is involved in several charities and related activities. He is Presidentof the Royal Medical Foundation of Epsom College; and a member of theCommission on the Integration of Refugees.

He wasuntil 2022 the Chairman of the Lloyd’s of London Enforcement Board. He was till2020 Chairman of the not for profit company Design for Homes and is a founderdirector of SC Strategy Ltd, a strategy and public policy consultancy.

LordCarlile is a a Trustee of The Security Institute, a Fellow of King’s CollegeLondon, and a Fellow of the Industry and Parliament Trust. He holds HonoraryDoctorates of Laws in universities in Manchester, Wales, Chester, and Hungary. Heis an Honorary Professor in the Universities of St Andrews and Swansea.
